General plans: the adoption monitor
From 1 September 2026 a municipality without a general plan cannot, as a rule, issue new zoning decisions. We collect the resolutions straight from the provincial official gazettes — the channel every resolution must be published in — and count them daily, gmina by gmina.

Where the numbers come from
A general-plan resolution takes effect once published in the provincial official gazette — which makes the gazettes, not map registries, the complete source for "does this gmina have a plan". Every day we read all positions from the gazettes of the 16 voivodeships and extract general-plan resolutions together with the wojewoda's supervisory rulings.
Resolutions annulled by the wojewoda are subtracted from the plans in force — a gmina with an annulled plan has no plan in force, however many resolutions it passed.
One voivodeship blocks access to its gazette. We do not count its gminas as "no plan" — we have not measured them, and that is different information from the absence of a resolution.
The coloured plan zones on the national geoportal appear months after the resolution. This monitor counts resolutions, not drawings — which is why it shows the state earlier than the national maps.
What does it mean for a specific parcel?
The gmina's status is only the start — buildability turns on the local plan, and in a gmina with a general plan on the infill development area. Check your parcel: we will show which planning regime applies to it.
